आचार्य चाणक्य एक ऐसी महान विभूति थे, जिन्होंने अपनी विद्वत्ता और क्षमताओं के बल पर भारतीय इतिहास की धारा को बदल दिया। मौर्य साम्राज्य के संस्थापक चाणक्य कुशल राजनीतिज्ञ, चतुर कूटनीतिज्ञ, प्रकांड अर्थशास्त्री के रूप में भी विश्वविख्यात हुए। इतनी सदियाँ गुजरने के बाद आज भी यदि चाणक्य के द्वारा बताए गए सिद्धांत और नीतियाँ प्रासंगिक हैं तो मात्र इसलिए क्योंकि उन्होंने अपने गहन अध्ययन, चिंतन और जीवानानुभवों से अर्जित अमूल्य ज्ञान को, पूरी तरह नि:स्वार्थ होकर मानवीय कल्याण के उद्देश्य से अभिव्यक्त किया।
पेश है 17 अध्यायों वाली ‘चाणक्य नीति’ का तीसरा अध्याय। हर अंक में हम एक अध्याय पर नजर डालेंगे।

1. इस दुनिया में ऐसा किसका घर है जिस पर कोई कलंक नहीं, वह कौन है जो रोग और दुख से मुक्त है, सदा सुख किसको रहता है?
1. In this world, which can be said to be a blemishless family, who is free from sickness and grief, and who is forever happy?

2. मनुष्य के कुल की ख्याति उसके आचरण से होती है, मनुष्य के बोलचाल से उसके देश की ख्याति बढ़ती है, मान सम्मान उसके प्रेम को बढ़ाता है, एवं उसके शारीर का गठन भोजन से बढ़ता है.
2. A man’s descent may be discerned by his conduct, his country by his pronunciation of language, his friendship by his warmth and glow, and his capacity to eat by his body.

3. लड़की का ब्याह अच्छे खानदान में करना चाहिए. पुत्र को अचछी शिक्षा देनी चाहिए, शत्रु को आपत्ति और कष्टों में डालना चाहिए, एवं मित्रों को धर्म कर्म में लगाना चाहिए.
3. Marry your daughter to a good family, engage your son in learning, see that your enemy comes to grief, and engage your friends in dharma.

4. एक दुर्जन और एक सांप में यह अंतर है कि सांप तभी डसेगा जब उसकी जान को खतरा हो लेकिन दुर्जन पग – पग पर हानि पहुंचाने की कोशिश करेगा.
4. Difference of a rascal and a serpent, the serpent is the better of the two, for he strikes only at the time he is destined to kill, while the former does so at every step.

5. राजा लोग अपने आस पास अच्छे कुल के लोगों को इसलिए रखते हैं क्योंकि ऐसे लोग न आरम्भ में, न बीच में और न ही अंत मे साथ छोड़कर जाते हैं.
5. Kings gather around themselves people of good families, for they will never forsake them either at the beginning, the middle or the end.

6. जब प्रलय का समय आता है तो समुद्र भी अपनी मर्यादा छोड़कर किनारों को छोड़ अथवा तोड़ जाते हैं, लेकिन सज्जन पुरुष प्रलय के समय भयंकर आपत्ति अवं विपत्ति में भी आपनी मर्यादा नहीं बदलते.
6. At the time of the pralaya (deluge) the oceans exceed their limits and seek to change, but a saintly man never changes.

7. मूर्खो के साथ मित्रता नहीं रखनी चाहिए उन्हें त्याग देना ही उचित है, क्योंकि प्रत्यक्ष रूप से वे दो पैरों वाले पशु के सामान हैं, जो अपने धारदार वचनों से वैसे ही हदय को छलनी करता है जैसे अदृश्य काँटा शरीर में घुसकर छलनी करता है.
7. Do not keep the company of a fool for as we can see he is a two-legged beast. Like an unseen thorn he pierces the heart with his sharp words.

8. रूप और यौवन से सम्पन्न तथा कुलीन परिवार में जन्म लेने पर भी विद्याहीन पुरुष पलाश के फूल के समान है जो सुन्दर तो है लेकिन खुशबू रहित है.
8. Though men be endowed with beauty and youth and born in noble families, yet without education they are like the palasa flower, which is void of sweet fragrance.

9. कोयल की सुन्दरता उसके गायन में है. एक स्त्री की सुन्दरता उसके अपने परिवार के प्रति समर्पण में है. एक बदसूरत आदमी की सुन्दरता उसके ज्ञान में है तथा एक तपस्वी की सुन्दरता उसकी क्षमाशीलता में है.
9. The beauty of a cuckoo is in its notes, that of a woman in her unalloyed devotion to her husband, that of an ugly person in his scholarship, and that of an ascetic in his forgiveness.

10. कुल की रक्षा के लिए एक सदस्य का बलिदान दें, गांव की रक्षा के लिए एक कुल का बलिदान दें, देश की रक्षा के लिए एक गांव का बलिदान दें, आत्मा की रक्षा के लिए देश का बलिदान दें.
10. Give up a member to save a family, a family to save a village, a village to save a country, and the country to save yourself.

11. जो उद्यमशील हैं, वे गरीब नहीं हो सकते, जो हरदम भगवान को याद करते हैं उन्हें पाप नहीं छू सकता. जो मौन रहते है वो झगड़ों में नहीं पड़ते. जो जागृत रहते हैं वो निर्भय होते हैं.
11. There is no poverty for the industrious, Sin does not attach itself to a person practicing japa (prayer) those who are absorbed in mauna (silent contemplation) have no quarrel with others, and they who are fearless always remain alert.

12. अत्यधिक सुन्दरता के कारण सीताहरण हुआ, अत्यंत घमंड के कारण रावण का अंत हुआ, अत्यधिक दान देने के कारण राजा बाली को बंधन में बंधना पड़ा. सर्वत्र अति को त्यागना चाहिए.
The cause for the abduction of Sita was her extreme beauty, extreme arrogance the cause of Ravana’s end, and excessive generosity the cause of the shackles of the King of Bali. Moral – Shun such extremes and ubiquity.

13. शक्तिशाली लोगों के लिए कौन सा कार्य कठिन है ? व्यापारियों के लिए कौन सी जगह दूर है, विद्वानों के लिए कोई देश विदेश नहीं है, मधुभाषियों का कोई शत्रु नहीं हैं.
13. What is too heavy for the strong and what place is too distant for those who put forth effort? What country is foreign to a man of true learning? Who can be inimical to one who speaks pleasingly?

14. जिस तरह सारा वन केवल एक ही पुष्प अवं सुगंध भरे वृक्ष से महक जाता है उसी तरह एक ही गुणवान पुत्र पूरे कुल का नाम बढाता है.
14. As a whole the forest becomes fragrant by the existence of a single tree with sweet-smelling blossoms in it, so does a family become famous by the birth of a virtuous son.

15. जिस प्रकार केवल एक सूखा हुआ जलता वृक्ष सम्पूर्ण वन को जला देता है उसी प्रकार एक ही कुपुत्र सारे कुल कि मान, मर्यादा और प्रतिष्ठा को नष्ट कर देता है.
15. Just as a single withered tree, when set aflame causes a whole forest to burn down, so does a rascal son destroy a whole family.

16. एक ही विद्वान एवं सदाचारी पुत्र के कारण सम्पूर्ण परिवार वैसे ही खुशहाल रहता है जैसे चन्द्रमा के निकलने पर रात्रि जगमगा उठती है.
16. As the night looks delightful when the moon shines, so is a family gladdened by even one learned and virtuous son.

17. ऐसे अनेक पुत्र किस काम के जो दुःख और निराशा पैदा करें. इससे तो वह एक ही पुत्र अच्छा है जो समपूणर घर को सहारा और शांित पदान करे.
17. What is the use of having many sons if they cause grief and vexation? It is better to have only one son from whom the whole family can derive support and peacefulness.

18. पांच साल तक पुत्र को लाड़ एवं प्यार से पालन करना चाहिए, अगले दस साल तक उसे छड़ी की मार से डराएं. लेकिन जब वह 16 साल का हो जाए तो उससे मित्र के समान व्यवहार करें.
18. Fondle a son until he is five years of age, use the stick for another ten years, but when he has attained his sixteenth year treat him as a friend.

19. वह व्यक्ति सुरक्षित रह सकता है जो भयावह आपदा, विदेशी आक्रमण, भयंकर अकाल, दुष्ट व्यक्ति की संगत जैसी परिस्थितियां उत्पन्न होने पर भाग जाए.
19. He who runs away from a fearful calamity, a foreign invasion, a terrible famine, and the companionship of wicked men is safe.

20. जो व्यक्ति निम्नलिखित बातें (धर्मा, अर्थ, काम, मोक्ष) अर्जित नहीं करता वह बार बार जन्म लेकर मरता है.
20. He who has not acquired the following: religious merit (dharma), wealth (artha), satisfaction of desires (kama), or liberation (moksa) is repeatedly born to die.

21. धन की देवी लक्ष्मी स्वयं वहां चली आती है जहाँ … मूर्खों का सम्मान नहीं होता, अनाज का अच्छे से भणडारण किया जाता है, पती, पत्नी में आपस में लड़ाई बखेड़ा नहीं होता है.
21. Lakshmi, the Goddess of wealth, comes of her own accord to places where fools are not respected, grain is well stored up, and the husband and wife do not quarrel.
